Runs very small

Purchased this hat to replace my husband’s Dome Perignon he’s worn for years. It’s an extra large. Purchased this same hat, again, in X-large. It doesn’t fit his big head, but it does fit my small head. I like it. Covers my ears. But what can my husband do now when X-large has come to mean small-medium? I can see on Amazon that I’m not the only person with this complaint.
